We are seeking an experienced and highly proactive Government Partnership Manager to join a UK FCDO-funded project focused on AI, cybersecurity, and foreign information manipulation in Ukraine. This is a full-time position based in Kyiv, with flexible working hours and a home-based setup. While daily office attendance is not required, regular in-person presence in Kyiv is essential for meetings, trainings, and coordination with government stakeholders. The role runs from August 2025 to March 2026.

The project brings together leading Ukrainian institutions, international partners, and government stakeholders to strengthen Ukraine’s defense against AI-powered disinformation and cyber threats. You will represent the Institute of Innovative Governance and play a critical role in building and managing strategic partnerships across ministries, embassies, and technical partners. The role involves:

– High-level engagement with ministries and government institutions;
– Coordinating training programs, joint events, and communication campaigns;
– Negotiating cooperation with ministries, embassies, and private-sector partners;
– Supporting delivery of lectures, policy discussions, and recommendations;
– Representing the Institute in official settings and meetings with FCDO and other donors.

Requirements:

– Minimum 5 years of professional experience in government relations, stakeholder engagement, or partnership management (experience with Ukrainian ministries or international donors is a strong advantage);
– Proven experience collaborating with Ukrainian government institutions, such as the Ministry of Digital Transformation, Ministry of Defence, MFA, Centre for Disinformation, or embassies;
– Excellent communication, negotiation, and coordination skills;
– Understanding of key topics such as AI, cybersecurity, digital policy, and disinformation;
– Experience preparing or contributing to trainings, policy discussions, or informational events for public institutions;
– Fluency in Ukrainian and English (both written and spoken);
– Based in Kyiv or willing to relocate and be available for frequent in-person meetings.
